STEP: 1 Warm up the oven to 180C/gas 4/fan 160C and butter a shallow ovenproof dish. Coat the potatoes, and the parsnip in the base of the dish with two sliced garlic cloves and dust over some salt and half the rosemary. for better results keep the potatoes covered under the other vegetable otherwise they go black if they are on top of the gratin.
STEP: 2 Spill the cream and milk into a large saucepan, add the rest of the rosemary and garlic, the carrots, and a little flavoring. Bring to a boil, and now turn down the heat to the lowest it will go and cook gently for 3 minutes.
STEP: 3 Drizzle the carrots and cream over the other vegetables, and broaden the carrots out. Dust over the parmesan, cover with foil, and bake for about 40 minutes. Detach the foil and bake for another 20 minutes until golden and bubbly, and serve.
