Step: 1 Assemble all the ingredients.
Step: 2 Melt 1/4 cup of the butter and cook celery and onion for about 5 minutes till the onion is soft and translucent. Stir in the garlic, and continue cooking for about 1 to 2 minutes.
Step: 3 Now add the cubed potatoes, and toss them to coat. Sauté for around 3 to 4 minutes. Add enough chicken stock to cover the potatoes. Cover, and gently boil for around 15 to 20 minutes until the potatoes are tender.
Step: 4 For now, melt the butter over medium heat in a separate skillet. Now whisk in the flour and cook for 1 to 2 minutes, stirring continually. Whisk in the heavy cream, tarragon, and cilantro.
Step: 5 Drive the cream mixture to a boil, and cook, keep stirring for about 5 minutes until thickened. Then add the cream mixture to the potato mixture and stir to mix.
Step: 6 Shift about 1/2 of the soup to a blender and purée. Put it back in the Dutch oven. Balance the seasonings to taste.
Step: 7 Serve hot and enjoy this yumm!
